Stephen R. Rubley

As Managing Director of the Government Segment for Thomson Reuters Legal, Mr. Rubley has P&L responsibility for the entire portfolio of business into the Federal, State and Local Government arena and is responsible for the strategic direction and execution of new growth initiatives. The team is energized and driven by making a difference in the world. The Government Segment provides solutions to make our communities and society safer with data driven solutions. We are now beginning to help governments across the globe in creating a more efficient and effective legal system through our court case management solution.

In addition, Mr. Rubley is CEO of TRSS, LLC, a U.S. subsidiary of Thomson Reuters. In this role, Steve leads the overall direction of TRSS. The mission of TRSS is to provide actionable insight for national security in the federal government thru the combination of global content, analytical tools and analysts.

Prior to joining Thomson Reuters in 2008, Mr. Rubley was Vice President and General Manager of the ChoicePoint Government Services division for ChoicePoint, Inc. He is currently a member of both the Business Executives for National Security (BENS) and the Intelligence and National Security Alliance (INSA). Additionally, he is on the Board of Directors for the Immigration and Customs Enforcement (ICE) Foundation. Previously, Mr. Rubley served as a board member with both the Federation for Identity and Cross-Credentialing Systems (FiXs) and the National Coalition for the Prevention of Economic Crime. He graduated from Denison University and has an MBA from George Washington University. He grew up outside of Philadelphia, but has lived in the Washington, D.C. area for more than 25 years.
